Still haven't heard from the consulate...what does that mean?

My fiancé and I received a NOA letter three months ago from the NVC. We are waiting to hear from the consulate as stated in the letter. This past week our lawyer had us start the the DS-160. I'm just confused if we should wait to hear from the consulate or we should call to set the interview?? I've been seeing other people write about a NOA2 which we haven't received....

 

I checked status online and it says "ready" but I was told this is just a general notification that tells you the NVC sent our case to the US consulate in Costa Rica and that we should still wait for a response from the consulate before scheduling and interview...

In my *personal* opinion, instead of waiting around, the beneficiary can attempt to contact the embassy to ask about Packet 3. They will either send it to the beneficiary or at worst, they'll ask the beneficiary to wait some more. At least, something has been done on your side to know where the embassy's at with your case file. The DS-160 can be completed and submitted first and payment made. Payment is valid for a year.

ROC filed on December 1, 2020, assigned to SRC, approved within 106 days on February 18, 2021.

In our case (CR-1), the status changed to "In Transit" meaning NVC had sent the case.  The status then changed to "READY" when the consulate had it.  I'm not sure if K-1s work the same way.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
