Yes its ok for it to arrive the day of the 90 day window, but not a day before. I think mine was due on a Saturday and because it was weekend I just sent it on that day and it arrived on Monday when people were back in the office. I sent mine recorded delivery asking for a signature.  In light what happened with the other person having their information stolen then its worth paying for it to be secure. I think there is a flat rate cost of $20 per box but I didnt know about that when I sent it.

Waiting............    Roll my eyes again :(
