I just have one question regarding ROC. What happens if the ROC application has been pending for more than one year and it is time to file for N-400, do you have to wait for the result on the ROC application before you can apply for the N-400? Thanks in advance.

You can file the N-400 if you are within the time frame to do so.  It actually forces the ROC to be adjudicated.
