When you are physically in the US with an expired I-94 and are no longer "pending" a change in your status, you are accruing illegal presence. This can result in a 3 or 10 year ban from the US so it is essential that you not overstay.

 

If you are confused by the school's response, speak with their DSO in the international students office.

 

It is becoming more difficult to go from B1/B2 to F-1 status. You were to have specified that you were looking at schools when you entered as a tourist; that may be the reason for the F-1 denial.  Also, the school makes a big difference. I hope the university was a public or private non-profit and not one of those that are known to take advantage of international students.  What is the name of the university?

This is one I am familiar with. It is a legitimate university. Unfortunately, it is also very large so you are not likely to get a lot of personal attention to any problems. They do have an excellent website dedicated to their international students.

 

If you decide to change schools, be sure they are public like HCC or non-profit private ones.  The private are much more expensive.  Smaller public community colleges in the Houston area are Galveston College, Alvin Community College, Lee College and College of the Mainland. All of these are south of Houston but still in the metropolitan area.

If you haven't graduated college then an H1B is impossible. You have to have a college degree for an H1B and nobody is going to do an H1B for you if you have only secondary school.

 

Going from a visitor visa to a F1 is almost impossible. Everyone that I've seen on VJ gets denied. Plus, even on the information you posted on VJ you were trying to decide between studying and working, which signals that you are more interested in immigrating to the US than in actually pursuing an education. Another important issue to get the F1 is to show that you can fund your tuition + living expenses without having to work because on an F1 you can only work on campus for a limited amount of hours.

 

You have to leave the US or you will get a ban. You are already past your i-94 expiration. That is why it is better not to attempt to change status within the US. 

 

You clearly do not understand how college works or how an F1 works. I recommend that you go back to your country and do more research. You can check this website https://educationusa.state.gov/ And in some countries Education USA has an office so you could talk to people.
