A pretty job? Is he a model or something? He needs to show strong ties to his homeland. Job, property, financial commitments, etc. No one can say whether he will be approved or not as it is notoriously difficult for people to be approved with a love interest in the USA. If he has $160 he can afford to lose, he should go ahead and apply. He needs to show he can finance his trip without causing himself any hardship.

Honestly, his chances are probably pretty slim.  They will ask the nature of his trip and when he tells them it's to visit his girlfriend, they will most likely hand him a piece of paper that says "denied based on immigration law 214(b)". 

 

It's very hard to prove ties to home country.  Ask yourself what legitimate reason can he show that will be a good reason for him to come back to DR?  But it's cheap so why not try, you never know.

Usually hard to get a US tourist visa from certain countries. The DR is one of them. The economic state, poor infrastructure, crime, and corruption make many Dominicans want to flee. So many try to use a tourist visa to enter the US to live and work which makes it a high risk of fraud.

 

You never know until you try. As they say prepare for the worst but hope for the best.
