I am from Jamaica my pd is October 27 2017  at California center. Os there anyone in this group form the caribbean. Also i saw a group on fb from the California service center and persons as far up as Feb 2018 have gotton I 130 approvals. Can anyone shed some light on this. 

I- 130 .... sent USCIS August 4, 2010 - Approved at NVC Jan 2011 received approval letter with case number and Id number

Welcome Letter..... Received Feb 23, 2016

Selected agent...Feb 25, 2016

Paid AOS and Visa Application fees.......Feb 26, 2016 

Submitted supporting doc......Mar 20, 2016 ( would have done sooner but had to wait on petitioners tax docs)

Case completed.....April 22, 2016 Received case complete letter April 27,2016

Received Interview Letter... Feb 3, 2017

Medical..... Feb 27,2017

Interview...Mar 20, 2017

Visa Issued....Mar 21, 2017

 POE.............June 4, 2017

SSN............June 12,2017

Green Card: August 2017

Petition for hubby: Oct 2017

i-130....... Approved.Aug 9 2019

NVC ......Wecome letter Nov 4 2019

Submitted all docs and paid fees- Nov 29th 2019

Hello,

My PD is December 2017 (I am permanent resident outside US), case was transferred from California to Vermont and received Approved letter on June 28 2019,

As I understand Visa bulletin dates ("Dates for filling") will matter for me AFTER I'll receive welcome letter from NVC right? and then I can submit DS260 and start processing.

Also they will send new case number with invoices right?

Dates for filling doesn't matter for you. 

USCIS case number remains the same. NVC gives you a case number with the Welcome letter. 

You could use some more research, use Google.

My PD is Nov 17, 2017 and they sent me an RFE on July 8th. So it appears they are at least working on some Nov 2017 filers.

I don't know? Is this somebody doing AOS or consular? People already in the US typically adjust status and don't deal with NVC at all.

My wife is in the US on vacation (B1/B2 Visa holder) with me currently, can she file AOS instead of waiting to process through NVC/counselor processing?

If her PD is still current shenthe petition gets to the NVC

You need  to apply right away. Police Certificate (PCC) is one of the civil document that you need to submit to NVC to process your case. Apply for PCC at PassportSeva : https://portal2.passportindia.gov.in/AppOnlineProject/welcomeLink

Thanks for feedback. Her PD is Nov 17, 2017. We just sent back our RFE July 25 (which requested us to submit a certified copy of her divorce decree -- we sent her divorce nisi). So even if, say her petition gets approved while she's here on vacation, she cannot file for AOS, is that correct?

If she is in the US when the petition gets to the NVC she can adjust if the PD us still current.
