Could someone please explain to me when to use  and when to use B? And how does that impact visa numbers and availability?

A. If your beneficiary is abroad. Visa is available to them for counselor processing if PD is current.

B. If your beneficiary is in the US. They can apply for adjustment of status if PD is current.  

 

Someone can correct me if I'm wrong here. Thanks!

Is it possible for your priority date to be current, but still have to wait because visas are not available? or is the priority date + Visa Bulletin are used to match the number of visas available?

Yes it's possible. When your PD becomes current, the US Consulate abroad works hand in hand with the NVC to get a date for your interview,  the sooner you get an interview date now depends on the embassy' workload not NVC anymore.

NVC only email you with a date as soon as the embassy updates them when there is space for you.

Any idea how long to wait from Nvc to Interview letter

I just received my IL! Pd 15 february 2017. Interview 2 april 2019!

I received an Interview Schedule email today as well.

PD 15 Feb 2017.

Interview date April 22, 2019

You won't be given an interview untill you are done with NVC and your case is complete.

In your case, is the petitioner a US Citizen or permanent resident?

My wife's PD is January 31 2017 and I am permanent resident. I am waiting to hear back from NVC.
