Did the embassy forget to return something!!

When i submitted all the relevant documents - police certs birth cert etc the affidavit of support documentation included what we would consider to be the equivalent of a P-60 - i made copies of absolutely EVERYTHING however when i went through all the stuff the interviewer returned to me ( original certs) this p-60 type document was not in there and neither was the copy - did they keep this deliberately ? as i am now looking at what is required to AOS/EAD/AP i suspect we will need this ....or can he get another one from the relevant authorities? Just seems odd that there is a missing item...
