Is Haiti tough on issuing these visas?

Hello,

 

I'm new to all of this but I'm haitian myself and became a naturalized citizen through my parents when I was 16. I met the love of my life while traveling to Haiti to visit family in Dec of 2014 and we've been in a serious relationship since then. I hear a lot of talk about how they are very strict with issuing these visas to Haitians. I have yet to send out my package because I'm making sure I have EVERYTHING done correctly and we're both just being very cautious as to make no mistakes. Is it true about how they issue the visas in Haiti? I hope I'm phrasing this question right.
