visa bullitins not moving

I have noticed for the last few months the dates in the visa bullitins have not changed. Is that because they are out of visas or because they don't know what to do because of the new adminstration and the bans?

filed 129 with vermont 4/19/06

first notice 5/3/06?

IMRA RFE 6/19/06

snail mail RFE 6/22/06

returned 6/22/06

email they recieved 6/26/06

second RFE email 7/11/06

recieved 7/22

returned 7/24

touched 7/25

APProved 10/02/06

NVC sent to Moscow 10/17/06

package from Embassy 11/17/06

interview 01/11/07

approved visa 01/11/07

arrived 02/7/07

married 04/13/07

filed AOS 05/13/07

biometrics 06/06/07

absolutely not

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

No, they are not out of visas. It's been allotted for India, Mexico and Philippines, as line for these countries were very slowly moving. I think, that there won't be any good moving for the rest of the world till the new fiscal year(October VB).
