If you are using joint sponsor the your husband is still your main sponsor and if this is the case then yes he and joint sponsor have to submit w2s and tax return etc

But my husband's income is below the poverty line and the joint sponsor makes enough on his own above the requirement. Does this still hold?

  If the government finds itself in the position to go after someone to enforce the affidavit of support your husband will always be the first person they go after.  Even if he is below the line now , who knows what his income will be in 5 or 10 years.

This will not be over quickly. You will not enjoy this.

I understand this, but my sponsor has already submitted all his IRS forms and signed the document. He did this because my husband cannot sponsor me because he's below the poverty line, so I am just wondering why my husband needs to submit his w-2's if I have another sponsor that meets the requirements.

Yes, as your husband is still your main sponsor he needs to send in all the supporting documents with the i-864, as does the joint sponsor. 

 

Oh, and fire your lawyer if you don't have a complicated case.

Yea your husband is suppose to fill out another affidavit of support form along with supporting docs and along with the joint sponsor and his supporting docs

I made 0 dollars last tax year and I still had to "sponsor" my husband as well

Since the one bringing the family member to the US has the main responsibility for the person and the support of the person, I bet USCIS/NVC wants proof that the sponsor can't sponsor. It's not enough to just say "I can't sponsor, no money!" and then put it on someone else, you need to show proof that you don't have the means to support the one you bring, and that you do actually need a joint sponsor.

Your husband is the primary sponsor regardless of his income, you will receive a RFE for your husbands I184 which will delay your petition from being approved.  It can also be denied because they asked for the info and you did not provide it.

Everyone is telling you that he still needs to be the primary sponsor regardless. He must submit the documents. Failure to do so will only likely result in a RFE.

 

Even if he didn't make enough last year he could, for example, be fortunate to obtain a job next year where he is making $250k per year. Would it make since to STILL be relying on the joint sponsor?

 

As mentioned the main petitioner is ALWAYS the primary sponsor.

He is your husband and as such your main sponsor. The reason for the joint or co-sponsor is to "help out" the main sponsor even if your husband is not working. As long as he is married to you, then you are his financial responsibility. It does not hurt you or your case to have the W2 included.

YES I AM YELLING - IF YOUR LAWYER DOES NOT KNOW THIS INFORMATION, FIRE HIM IMMEDIATELY.

I hope you have fired that lawyer.... you don't need that lawyer.
