That's right, you read correctly. My fiance and I applied for the K1-fiance visa; however today, I the petitioner received an email from them stating I needed to submit a marriage certificate and the I-184. 

 

We obviously can't do that, because we're not married yet. And I already sent them i-134. (What's needed for K1-visas)

 

What can I do?

It's probably just an error. Contact them via email and tell them.
