The esta is part of the process for the visa waiver program, you are not applying to enter using the visa waiver program so you do not need it.

If she has a K-1, she can enter with the K-1. There's no need for ESTA or a B2. If she has an existing B2, it would be cancelled at the POE. Please note that the K-1 is only for a one-time entry. Upon entry, you guys would have to get married within 90 days. Therefore, it is impossible for her to make a social visit if she was thinking about visiting before entering again to get married.

ROC filed on December 1, 2020, assigned to SRC, approved within 106 days on February 18, 2021.

This is not correct. If there is an existing B1/B2, it will be cancelled at the embassy before they stamp the K1.

It's very important that if traveling on a K1, that you specifically DO NOT apply for ESTA travel! Advice straight from the embassy.

Why would you think she needs a ESTA? If you have a valid K1 visa then there is no problem whatsoever at entering the country.
