Maybe I am not understanding your post completely, but my friend was sent a CHECKLIST by the NVC for not having a Police Report.  That tells me its a required document

She's a petitioner not her husband.  That's why she's sending her husband's birth certificate and police report along with other documents.  I think she's ok

Yes, the police report is ONE of the civil documents that are required.  (unless one from that country and/or your circumstance is not available)

She's not the OP.

If she's not the petitioner, then who is?  It can't be the husband because she's sending his birth certificate.  I am confused

She's the petitioner in HER case, but she is not the OP.  OP, means original poster, or the person we are "helping".  THe "she" you and I are referring to is trying to help the OP.  She is not THE....OP.
