I would say that if you don't know how and what to file, do consult with a lawyer before taking the advice from a forum. At the end of the day, immigration is not one of those topics that you can just "ah well we failed, let's try again!" - better prepare if you know you don't have the time and/or ability.

Your sponsor office is probably one of the offices under Bureau of Educational and Cultural Affairs (ECA). 

 

Anyway, if the IR-1 is going to take a while, then you can just push the interview date and avoid the waiver process. You can even let the consulate know what you want your interview to be after X date to meet the 2 year requirement and they will do that.

 

 

That doesn't matter. The sponsor is the Department of State. That pretty much means 0% of the No Objection case going through for a favorable recommendation.

Thanks for your advices. I have looked at USICS web page  and the different steps seem clear. And I'm really curious and do many research. So I do think it should be fine. I wish should I say.

 

For the No objection statement after your different advices we will not do it.
