advice about documents for nvc

Hello, i need an advice from you. My pd is dec 2015 and i'm collecting the documents for the nvc. All my documents are availables but only one (foreign police certificate) needs two months to get it.

Do you advice me to send all the available documents (without the foreign police certificate) and wait for the RFE or wait 2 months for the last certificate and send all the documents in one time?

wait for the police certificate. by sending it now it will double your time.

You better wait and send all your documents in one package so you won't have any delay on your case.

That is not correct, you can send all your documents after you have received your WL and that is prior your PD will become current and you won't receive a Checklist if NVC will find out that all required documents are in the package.
