Direct Consular Filing in Taipei, Taiwan (AIT)

I've spent a lot of time trying to find out the process for Direct Consular Filing at AIT in Taipei, Taiwan.  My understanding (from this website) is that DCF enables you to obtain an IR-1 visa much faster than the other options as the Consulate handles everything.  Can anyone tell me whether or not AIT in Taiwan offers this service?  The reviews here state that AIT does offer Direct Consular Filing, however it appears that these individuals still had to send in their I-130 forms and wait for that whole process, which doesn't make the DCF approach any faster... 

 

Basically I need help determining the fastest approach to obtaining a Visa for my Taiwanese wife.  Any help is deeply appreciated as I can't get the appropriate information from AIT.
