I finally obtained a police certificate the only problem is that I got it from la Ciudad de México and I was born in Oaxaca? Can I still use in my interview?

According to this it looks like you'll need it for any country you've lived in for greater than 6 months. It doesn't seem to specify cities.

That's Mexico City state level. I have hear of people getting the CD Juarez even though they were not born there and it was accepted too. No one better than the American consulate to you give you an answer though.

This is something that is so all over the place, and there is no real protocol for police reports in Mexico, and it is the only county that all three divisions (municipal, state and federal) do not communicate arrestes with one another. The only way to get a Federal Police report is to travel to Mexico City. From what I understand, if you supply a municipal and state reports, and your check list does not mention a federal report, then it it is not needed. To make every applicant go to get this one report is ridiculous.
