I'm aware of all the myriad ways a dragging USCIS case can be escalated (Tier 2, ombudsman, contacting a congressperson).

Does anybody know how an NVC problem is escalated?

They have told me night after night that it can take up to two weeks to receive a case number, which for me will be this coming Tuesday.  However, due to the new electronic system that seems to be throwing everyone's cases who are on it into disarray, and the unprecedented nature of the issue, I have absolutely no confidence whatsoever that it really is going to take two weeks, and I want to be prepared for next steps if on Tuesday night they still have nothing for me.

 

If anyone knows for a fact that their case was on the new electronic system, AND they have their NVC case number, please tell me that as well.  So far I personally don't know of anyone who has successfully gotten out of it and on to their consulates, but hearing that it's slow but still functioning would give me a bit of hope.

I believe if it becomes 2 weeks and there's a problem they will guide you for mailing them.

 

There is no Tier2, and ombudsman could only be contacted after any inquiry or processing normal timeline passes 45 (or 60 days). You can ask your congressperson. However, first wait till Tuesday and then ask them what can be done. 

 

You are sure they have your case there?

On the DS-160, there is a question that asks how long you intend to stay in the US. Should my fiance put 3 months since that is how long the visa is for, or should he put a few years since we are planning on changing his status once we get in the US and staying there for a couple of years?

Yes, I am sure.  I dialed 7 at first to inquire if my case had arrived, and then after about a week of that I was instructed to dial 5 because the people at option 7 did not have access to the new system.

(Anyone who is instructed to dial 5 to check on their case status is on the new system.)

All I get night after night is "We see your case arrived on February 13, but please allow up to two weeks to receive a case number."  Which will be Tuesday.  After awhile I was getting so distressed by the lack of progress as people who got NOA2s or had their cases arrive at the NVC weeks after me were getting their numbers that I told Tiger he would have to start calling from now on to check, and to not speak a word of the NVC to me until he had our number in hand.  Or until Tuesday arrived.

I'm not going to do anything further for now but have Tiger continue calling, but if he calls Tuesday night and there's still nothing, I need to know what to do next so I can hit the ground running.  So I guess at that point I would call them myself and ask what needs to be done, and hopefully that heartless unfeeling robot I had last time isn't the one who answers the phone.

If they're confirming they received it, do not worry at least uscis didn't make a mistake and send it to the wrong place.

Submit in duplicate evidence of income and resources, as appropriate:
A. Statement from an officer of the bank or other financial institutions with deposits, identifying the following details
regarding the account:
(1) Date account opened;
(2) Total amount deposited for the past year; and
(3) Present balance.
There are more things you'll need.

In my experience, banks call the above letter "verification of deposit."  This may be a faster way of getting what you need: ask for a verification of deposit letter, then confirm that all three components are present.

I don't really think that works, I've heard lots of people trying and posting it doesn't really work.

Ah I see i think you are right coz ive tried it too but it didnt work so i thought maybe it's something wrong while i was doing it,but now i think there's no way to track it since theres no track number for me. So i guess i just have to wait more patiently, imy finace called NVC and got my case number on 24th,and the status showed 'in transit',hopefully i could get package 3 soon.

When in transit turns to ready, that's when your embassy receives it. There's not much after that but waiting for packet 3. So I wouldn't bother about it much :) 

 

it will probably take take less than a week

for it to get ready and then whatever time your embassy takes.

This is correct, I work for one of the bigger us banks. Verification of deposit letter gives you date opened and current balance only though.
