Possible to re-open/reconsider immigration case?

Timeline

Hello, me and my mother's visa F3 and F4 were accepted with all the procedures in 2008. We had a time of 6 months to move to US. But due to some reasons, we could not go at that time. My question is that is it possible to re-open that exact case given that we still have all the documents from that time and a summary envelope sealed as well. Please reply if its possible to reopen/reconsider such a case? Thank you.

So she got the Visa but never used it an abandoned the application.

 

It would either be a F3 or a F4, which one was it?

 

Does the person who petitioned her still want to petition her?

Sorry for the trouble.
Correction:
She got F-41 visa while I got F-43 visa. Yes the person who petitioned her still wants to call us. Even she wants us to live with her at her home. Please tell me if there's a possibility. Awaiting for your response.

We have never re-opened a case like your situation. But our clients did miss deadlines to respond to questions and our Immigration Lawyer was able to get the Petition approved nevertheless. So it's all about how you present your issue to the USCIS. Opening a case after 9 years will be suspicious so it's best to get a lawyer to do that otherwise if you go the traditional way it will be years of wait.

Walaikum Assalam sir, thank you for your kind response. The thing is my widowed mother wasn't confident enough to go at that time due to some reasons. Now that I'm graduating from a top level university in my country, I wish to do my post-graduation from there and start a life there. This is why we couldn't go at that time. I was aiming for a student visa but I cannot get my mother a B-2 visa because it gets expired, and I want her to stay permanently there. And to answer to your question, the sponsored is living there for 30 years and is the sister of my mother, and is a Green Card holder. Another thing I wanted to ask is that if the case gets accepted, how much time will everything take?

Your Khala has to contact USCIS to inquire that. You have to show them due to health reason it was not possible for the mother to travel at that time. There is no other solid reason you I know. Don't take my advice because I don't know the full background of the case. Contact the USCIS than come back to this forum for advice.
