Initial processing for i-485 such as checking if all submitted docs are sufficient and background check is in NBC. EAD & AP are also the same at NBC. The Local Office only process the interview, which local offices had to liaise with NBC back and forth to keep each cases updated. I think most notices and interview apptment are sent by NBC, however NBC had to first check with respective local offices to ensure the interview dates are available before they can issue the letter to the applicant.

-_- Mine was a lady. Told me that my case is ready to be scheduled for interview. She also confirmed that my case is in Phoenix. I've read somewhere regarding local offices will schedule interview based on the priority of the case they receive, not by the date filed. Therefore, some Jan filers case may be simple and straightforward after background check and everything in NBC then forwarded to local offices. Whereas, for example like mine, RFE paused, resume in Jan. They still had to do background check and make sure all docs submitted are fine before they inform Local Office that our case is ready to be scheduled for interview. That might explain why there are people who filed Jan 18 get theirs first.

In addition, she repeats the same thing about the new platform processing time for PHX is 14 months to 22.5 months. That means it can last as long as 1 year + 2 months - 1 year + 10 months for any i-485. She also confirmed my question regarding Case beyond normal processing time, that is if a AOS case is within a year, it is still within processing time. Only those case filed before the Case Inquiry date listed in their new platform consider as Case Beyond Normal Processing Time. As for PHX,  any AOS filed before  May 31, 2016 = beyong normal processing time. Anyone that are after May 31 2016 right now are still within processing time.

Damn, I wish after we move in June and update them the address by or before July, our case be forwarded to PHL will not be too horrible long of a wait. Haha hopefully I'll  get mine before Aug 2019 when I move again..

I was reading that it takes up to 4 month for them to transfer case to a new local office, if your old office already has your documents. I maybe wrong but based on how slow they are it might be truth

It's just a theory but yeah I have a feeling it'll be something like that. There's just too many people from 2018 who have interviews throughout the country for it to be anything else. There have been 5 in 2018 (just people who are registered on VJ!) already who have had interviews scheduled - whereas most people from June/July/August/September haven't heard a peep.

 

It has to be something like that, or the system is grossly unfair. I'm seeing a lot of unrest right now on these forums about it, but I would hazard a guess there's a reason for it.

 

However just because there's a reason for it, doesn't necessarily mean that it's fair. It's totally not. IMO there's no situation I can see where someone who filed in January 2018 should get priority ahead of someone who filed 6 months earlier.

I agree. I called and a tier 2 officer said the ask the Philadelphia office to schedule us for an interview on the 15th of March and he said if I do not hear anything in 2 weeks I could call back and follow up. Meanwhile, the app just says 'Case Status' no updates.

I am glad I live in Columbus, Ohio then, ours was quick and straight forward, just over 3 months from application to card in hand. We had an interview and the office was barren of customers, just the security guards, 2 counter people and the back office where the CO's were, I believe there were only 2 of those also, they were definitely not overworked, at least that day, I would think they would staff such that they have a more consistent experience regardless of office

It sounds like we're in the same boat. NBC asked Philly on the 14th March for me, or the 16th. Can't remember. But within a day of you. So I would imagine our interview notices will come through at the same time.


Do you plan on calling tier 2 every 2 weeks?

If it takes that long, then be it. It doesn't really matter to me as of now, yes it can be frustrating to see Jan 2018 filers keep getting positive news on a daily basis. Everyday I see someone either get approved, or an interview date on their thread. But if I am looking at the USCIS new pilot system of the average processing time based on local office in PHX and Philly, PHX has longer average processing time from 14.5 to 22 months. Whereas Philly only has 9 months - 19.5 months I believe. So by comparing these two offices, Philly is shorter by at least 3.5 - 4 months, which would make up for the 4 months time to transfer the case, of course if it gets transferred the early the better as well as receiving any update of interview schedule after transfer. The point being is, living expenses in a small city like Yuma can be very little, however with super high unemployment rate it isn't really productive, plus it felt more like wasting time being here doing nothing as we couldn't really get any jobs which means no income + spending on savings. Imagine, my partner even attempted to applied for jobs at Walmart, Target and etc, yet we hear nothing. It is for the best that we choose to move out from here early, since I already have my EAD since late March. Both of us intend to find jobs as soon as we get into Philly while hunting for aptment, of course it'd be a very stressful period with the relocation, jobs and aptment hunting as well as having to get our residency establish, getting a bank acct, transferring out of state DV license to apply for Philly DV license, updating the new address thereafter to the USCIS... but I think being packed with things to do is better than doing nothing sitting at home everyday watching that damn clock ticks and checking on this forum to find out how lucky are others who filed in Jan 2018 compared to some of us here.

Furthermore, I'd think if they want to take longer than 6 months to transfer the case + scheduling an interview for us, best to make get it beyond June 2019... haha then I'd be interviewing for the 10 years GC instead of 2 years Conditional GC, save me the money to file for Removing Conditions... oh well but I have no control over these things. We'll just deal with things when it happens. We only have 3 weeks left to settle things here in Yuma before our departure... sold our old car ystrday, got rid lots of old clothes or clothes that we no longer wear... dang, relocation can be very annoying when you have so much things to go through!

Mar 19, 2018 - Called the USCIS Hotline, spoke to a tier-1 USCIS Officer, explained about SRs raised not being responded despite 30 days have passed for at least 2 SRs, 3rd SR is still pending for response. Tier-1 Officer intended to forward my call to Tier-2 Officer, but due to high vol of calls, I was recommended to call back the same day 6pm or following day 8am.  (Day 244) (Day 52)

Oct 19, 2018 - Scheduled InfoPass Appointment in local field office (Philadelphia), check with Officer why is our interview scheduled at former address, was told we did our part, filed change of address on time, everything in system shows up correct, he has no idea why but told us to go ahead and mail a letter to the interview location field office (Imperial County, CA - closer to Yuma,AZ our former address). Oct 22, 2018 - Mailed off the letter to the field office which have our initial green card interview appointment, to request for transfer of case. (Day 461) (Day 269) (Day 370). Field Office Imperial County received our letter on Oct 25. (Day 464) (Day 272) (Day 373).
Oct 30, 2018 - Call USCIS hotline number spoke to Tier 1 CSRep, request to file a Service Request for transfer of our case due to wrong state of residency and jurisdiction. SR filed via phone. (Day 469) (Day 277) (Day 378).
Nov 8,  2018 - Infopass appt with FieldOffice(Philly), verify case transfer. Was told our file has left Arizona since Nov 5, 2018, en-route to Philly. Was told Interview scheduling = first come first serve basis. May delay up to 6-8months. (Day 478) (Day 286) (Day 387).
Jun 14, 2019 - No news on AOS despite being told in Mar19 that we should expect interview scheduled letter, however, after filing 2 SRs of beyond normal processing time for EAD-Renewal - on this date, case status updated to New Card is being produced. (Day 696) (Day 504) (Day 605).

Jul 12, 2019 - Noticed of Interview Prepared and Mailed Out (We did not get any Case Stats Update). (Day 724) (Day 532) (Day 633). Jul 22, 2019 - Interview Letter appeared in our Mailbox suddenly, after I filed for beyond normal processing time a week ago.(Day 734) (Day 542) (Day 643).
Aug 12, 2019 - Interview Date - within 5 minutes of entering the Room, nicely greeted by a very friendly officer, she told us she already liked us by reading our case, she mention it is an easy approve for us (Brought new i-693MedExam as mine is expired). (Day 755) (Day 563) (Day 664).
Aug 21, 2019 - AOS Case Status updated to Approved + Ordered New Card Production. (Day 764) (Day 572) (Day 673). Aug 24, 2019 - Received Hardcopy of NOA 2 Approval Notice for AOS(Day 767) (Day 575) (Day 676).
Aug 27, 2019 - GC shows up at USPS Informed Delivery shows Expected Delivery Date on Aug 29. (Day 773) (Day 581) (Day 682). 
Aug 28, 2019 - GC arrived a day early than the expected delivery date. (Issued date is 8/21 - best birthday gift ever!!) (Day 774) (Day 582) (Day 683)

Lol, I just called the hotline num again. This time the Officer told me my case is still with the NBC and progress is pending. Once the NBC liaise with PHX local office and have an available interview date they will mail us the notice. And according to their system our case has been pending for 9 months+ so it is still within the processing time. Then she goes on to add that for PHX the average processing time is 14.5 months to 22 months. Pretty much just telling me to wait until they mail me a notice of interview which they won't really know when. Sometimes I find these Officers are giving misleading info, the last officer I spoke to on the phone told me my case is with local office, now this one tells me that it is in National Benefits Center. Haha... I guess we won't really know unless we got the notice of interview schedule / approval. Bah, too lazy to call again. I'll just wait :o

Nah we mean March. What we mean is, the NBC requests an interview date from Philadelphia - then Philly sends them their calendar and they schedule you that way. So basically we’re at the last step before scheduling, and that action was taken back in March

Do you plan on calling tier 2 every 2 weeks? 

 I think we are on the same timeline. No, I will just call in two weeks and see what they say. I hope it comes without any interview.
