Can derivative applicant become principal?

I am an LPR and my daughter is in the US on a tourist visa. I have an I130 approved for my spouse's petition on which my child is also listed as derivative. But my spouse is not interested in immigrating anymore, now that a visa is finally available.

 

If I apply for my daughter from scratch then would she have to wait again in line for a visa?

 

Or can I convert her to a principal applicant somehow and apply for AOS while she's still here?

 

Or do I have other options I haven't considered?
