My understanding is the Gov. was in the back seat of his SUV. No seatbelts required.

You may be right. But this AP story says different:

CAMDEN, N.J. -- Governor Jon S. Corzine was apparently riding without a seat belt, in violation of state law, when he was critically injured in the crash of his official vehicle, a spokesman said yesterday.

A state trooper was at the wheel and the governor was sitting as usual in the front passenger seat when the sport utility vehicle slammed into a guard rail Thursday night, authorities said.

Latest story from the Courier News no longer mentions "special needs". Curious.

The 20-year-old driver of the red Ford truck believed to have caused the crash has not been charged because he has unaware he had caused an accident, New Jersey State Police said Saturday. The man, whom authorities did not name because he is not being charged, works at a casino in Atlantic City.

You don't think a paraplegic should be able to obtain a license to drive?

I don't think those are the kind of 'special needs' we're thinking of.

I'm asking to define a person with special needs that should NOT be issued a license to drive - a paraplegic is someone who has 'special needs'. So if everyone goes, "Ohhhhhh" when they hear the driver has 'special needs' there is the implication that that was the cause of the accident. Can anyone clearly define what kind of pre-existing condition would disqualify someone from getting a license if they pass the test? Even if the special needs means they have some kind of mental handicap, which ones should we right out deny a license to?

If a paraplegic causes a car accident, I would hope that that person would be held to the same standard as any other driver. Heck, I needed special permission to drive in New Jersey because of a physical disability (partially blind in one eye) and I hope that if I caused a serious accident, they wouldn't let me off the hook because of it.

If this person's "special needs," whatever they are, makes him legally inculpable for reckless driving, then he shouldn't be driving. *Usually* only *mental* defects make one not legally responsible; physical defects do not unless they interfere with a person's mental process (such as extreme pain). So when I saw that he was not being charged due to his special needs, I assumed that those special needs were mental, but it's not really relevant. Frankly, *anyone* whose condition means that they cannot be held responsible for causing an accident should not be allowed to drive. This is true whether or not the person's condition is actually what caused the accident or not.

I think you're reading WAY too much into this.

When I hear 'special needs' I think of mentally retarded people...I think that's what most people think of.
