Yes it does say that but according to a lot of people from this forum.. you still need it.. so I don't know who to believe

We weren't able to obtain it, we're hoping it won't be an issue either since on the consular interview instructions it clearly states that it's only needed under those circumstances. If I may asked when is your wife scheduled for ? If there are any doubts you can always fill out a power of attorney, get it notarized and have a family member pick it up for her. It seems like a lot of work but if it's going to ease your mind it's the best thing to do

Ours is august 4..that is the thing she doesn't have any family members back where she was born they are all on this side.. we were able to obtain one from la Ciudad de México we hope it works in case we need it even tho my wife was born in Oaxaca..but like I said she shouldn't need one since she came to the USA when she was 4

I recommend getting one still.  My husband was in the US from the age of 8, currently he waiting for his approval now in Juarez.  Hopefully soon!

They asked him for it anyway, and it was good that he took the time to get it.  It took records from both the US and the Juarez police station.  It shows a measure of good faith that you took the time to get both.   You usually have a day or two in between the medical exam and bio-metrics, leaving time to get it.
