Do I mail all 3 documents alongside one another and just include separate cover letters for each one?

 

I'm confused as to how I should mail this, because the USCIS website allows me to print the form I-864, but the instructions I've seen on multiple sources say that the NVC should mail me one to my (the petitioner's) address in the states.

 

Is this true, or should I mail the one I have already completed with my form I-130?

If you are only in the process of sending the I-130 there is no need to include form I-864 as that is required later on in the process when your case is sent to NVC after I-130 is approved, and IV fee  AOS fee, and DS-260 have all been paid and completed that is when you send I864

When do I pay the IV fee, AOS fee, and DS-260?
