I think that you're taking this the wrong way.  From the looks of things, they want to raise the wage so high that employers cannot afford to bring people in on an hb1

Yeah that was what the uproar was in India. Minimum wage is set to $130,000.

It's in section 3 - 

 

Per the Department of Labor May 2015 Occupational Employment and Wages (the most recent data available), the new annual wage exemption level would be greater than $130,000
