Yes (with exceptions). To be more precise, COs can request it to address the public charge risk of the applicant. I'm unaware of any embassy not listing one as a document to bring to the interview. What embassy are you going through?

When is the affidavit needed? It seems from what you are saying that I need this document when I interview. It's not needed before I interview?

What about the police report? When is this needed?

Unfortunately, I'm unable to retrieve the packet 4 for that embassy to confirm, but the VJ portal for it indicates that the I-134 is still needed. Barring evidence to the contrary, you should provide it (along with the supporting documentation).

It's needed at the interview only.

You submit the police cert(s) at the interview as well.

Hi there,

My experience was that the affidavit of support, police records, and doctors exam ect... were not needed until the Fiance(e)'s interview at the consulate. My Fiancee and I were advised, in our situation, not to gather these documents until she had received her packet from the consulate. That is number 8 on this list which I found very useful. The reason we were advised to wait was because some of these documents (police reports and medical exam) can expire.

Exactly. The police cert will expire after 6 months. The medical will also expire after 6 months. The K-1 visa will be valid for up to 6 months from the medical or the interview...whichever comes first. If the medical is over 6 months old when the visa would otherwise be granted, a new medical will be required.
