Your friend in US as a joint sponsor would be the best solution, if your dad's income+assets doesn't meet the income requirement. Talking about the 2nd q, they can even not ask where your father resides now, he's a citizen and can live whatever he wants, especially when he's retired, but you have to have his bank statements from US, maybe some rental agreement showing, that his intentions are to live in US and he's in your country just temporary waiting till you will get visa. Don't worry, all will be fine

The I-864 that he must fill out (even if he had a joint sponsor) requires proof of US domicile. it also asks for both his current mailing address and current physical address.

Incidentally, you can use assets (even yours) as part of the proof, as long as they are liquid assets (or possible to liquidate - ie not your personal residence etc) if you have 5x the amount you would need in income. If that comes up a little short, then you could potentially use your sister as a joint sponsor to make up the difference.
