Will someone please tell me what date is considered the NOA1 date?  Is it the date the Received Date?  That would be March 21st.  Is it the Notice date on the NOA1?  That would be March 27th.  Or is it the date I got it in the mailbox?  That would be March 31st.

I'm getting excited.....:)   I believe my time is close.  I hired one of these lawyer dudes that do Fiancee visa's so there are no RFE's I predict in my future.  Btw....maybe someone knows this answer also.....I notice sometimes there will be an 3/17 application lets say from Cuba approved on the 21st....and same day a 3/07 application approved on the 21st lets say from Germany.....do certain countries have precident over other countries??  or do they go strictly thru WAC Receipt Number?  Or are some of the more recent applications maybe military and get precident???????   any takers on my 2 questions???   Thank you.

It's the date on the Notice of Action you received stating the date they accepted the petition.

Generally countries don't have preferences. Sometimes they would say Philippines can move faster because of certain potential natural disasters; but again generally all petitions are processed at same rate.

Not always in order they are received though, so someone who sent in a petition a few days after you may get NOA2 before you, it depends on things like RFE's, the person looking at the files, how much or little info is in the petitions, ect..

Military get priority only if expediting the petition due to deployments. Same with expedites for other petitions do to some outstanding circumstances(usually limited but it happens).
