question about INCOME TAX fiiling abroad

I live abroad in another country for 5 years ,I was not required to file federal income tax as my income was below the IRS required level , but consulate says even i have low income i need to file, do i file with my last address in US our file with the intend address was i pretend to live in US?

You can either file an actual tax return for those missing years OR just write a declaration statement indicating you did not have a filing requirement. Here's an example you can use, tailor it to reference the Form it applies to, the tax years and the amounts respective to each of those tax years. (You can find the info on irs.gov.)

As per IRS law regarding Tax Year XXXX, an individual with income less than $xxxx per year is not required to file a tax return. My taxable income was $xxxx, which is less than the amount required for filing a tax return.
