The "country" aspect changes little of the timing. It is processed by UCSIS so the time at UCSIS (the longer part of the process) is the same for everyone (with some variation). The shorter part of the process is at the consulate so that varies more by country, but the difference is marginal compared to how much time the file spends at UCSIS.

Yes, he's F1, it takes around 7 years to get current. Check visa bulletin to follow the line:
