That's really nonsense. It does not matter what country you are from, you end up on a stack of files and they will reach your file when they do.

I actually completely 100% agree that applicants from the Philippines and some Western European countries get their approval from the USCIS in less than 3 to 4 months while applicants from other countries at least have to wait 6 months.  I also agree that there can be not an official agreement, but a strategy to make the process easier for individuals from certain countries to enter the country to benefit from them.  I have a friend who his brother is an officer at the USCIS local office in my city and he told us once that the country looks at their demand for whatever they want to gain from immigrants and consider things like jobs, labor, lifestyle.

We waited for 9 months for our I-130 to be approved. And my status still shows online as case received...

you can always call the 800/ number and they will check to see if you are out of processing time if indeed you are they will help you create a SR (service request) which is basically an email to the officers to let them know you are inquiring about your case. I'd suggest you be as proactive as you can be. Good luck to you!

Good advice and that's what I suggested

Thanks for the information, I filled out a timeline.

You need to call them and ask to speak to a supervisor, I sent in my husbands I-130 on the same date as you 11/18/2016 and my case is already at my embassy and interview is next month.  I believe that if you don't call they won't worry about it.  I believe during this process you have to be on top on Immigration being that they get so many petitions they will forget about the ones that don't follow up.

Persons from the Philippines are processed faster than anyone else. There maybe some agreement or treaty. Other countries cannot use any philippino case as a standard.

I do agree that they need to call USCIS and ask to speak to a tier 2 supervisor .

I noticed this too and I think it is really unfair. When I brought it up to a USCIC representative he was caught off guard by it. There was a long pause, then he chucked and proceeded with a lie. Tells me there are only a certain number of Visa's available per year to people from that country and that it must be an anomaly. I said no, there's many from the Philippines who get approval in 1-2 months etc. He again lied and said that was not true due to it being only a limited number of visa's available. <_<

I have been waiting over 6 months now. However, my application is being processed out of the Nebraska Service Center. They are known for HUGE delays. When I called I was given a scripted answer, still within normal processing time blah blah blah. When I try to submit a service request I am also given the same generic response. I recently wrote to my Senator in hopes they can help. I am awaiting the response.

I think it's really ridiculous how it seems to be no order of processing. I wonder how they determine which cases go where? Some get approved quickly while others wait months. Lucky for you, your journey is almost over. Good luck with your interview.

I just spoke with a Tier 2 officer. Basically I was advised Nebraska Service Center is working on Oct 31, 2016 and it is not my turn yet. I asked then how come others are being approved already from November, and again I brought up the Philippines being approved within 1-4 months etc. He asked me for a receipt number to look up that case. I told him I do not have that information. He then tells me "Oh well I don't know." I said ok well if we should all be waiting our turn doesn't seem unfair others are already approved and set to interview etc? Again, I was told "I don't know" and that "it's not your turn." Completely useless.

TSC situation is not good either. Processing time for IR petition for I-130 keep showing September 2 for last 4 months. Don't know what is going on there. I will wait until next month and then contact USCIS to see if I can get any update

So far it seems they are really trying to help, they contacted USCIS, USCIS responded with the usual "Case is in normal processing time frame" a day before they updated the processing times (we are now out of normal processing times), we replied to the congressman's office, they replied in less than one hour stating they have already contacted USCIS again and that they wil get to the bottom of this.

So, will your congressman help, it depends if he really cares about immigration, I've read posts here in VJ where they replied back "congressman has more important things than immigration process issues",  It wont hurt to try, plus it's their duty with tax payers.

Are you currently out of normal processing time?  Have you tried calling USCIS tier2?

Hello,

I contacted congresswomen and she made an inquiry toUSCIS on our behalf

their reply was :

Your constituent’s petition was received on November 18, 2016, and is within normal processing time. The California Service Center (CSC) is currently processing I-130 petitions in the beneficiary’s classification that were filed on or before August 23, 2016."

we don't know what to do now we are getting frustrated :(

Our PD is Nov 18
