Registering Ex's Death

My fiancee was married to a Japanese man and she filed for and divorced him years ago. She recently got a new version of his Koseki Tohon(Family Registry) and it states that he has passed away. How can she go about filing this in the Philippines so she is free to marry? Is the Koseki Tohon enough? I'm not entirely sure if it serves as the death certificate in Japan or not. Is this process lengthy and expensive? I would think she can just notify them of the death and it's processed and then she's free to marry, but this being the Philippines I'm afraid it could take a very long time. If any of you have advice or have done this before please give us some advice.

Thank you.

You can register with PSA the death of her husband. I don't have all the details but here is the link to PSA and "death registration" and you can start from there. This is a new topic for many of us, so if you could return when something happens with information that would help others who go after you and have the same situation or occurrences it would be helpful.

What are the exceptional cases for the place of registration of death?

1. When a citizen of the Philippines dies aboard a vessel or airplane en route to the Philippines and the exact place of death cannot be ascertained, the death shall be registered at the Local Civil Registry Office of the city/municipality where the person habitually resides before his death, if he was a resident of the Philippines.

2. If the deceased is a foreigner and a resident of the Philippines, the death shall be registered at the Local Civil Registry Office where the deceased habitually resides.

3. If the deceased is a foreigner and not a resident of the Philippines, his death shall be registered at the Local Civil Registry Office of Manila.
