Can she do ESTA or does she have a visitor visa? If not then she needs to apply for one first if she already have one or can do ESTA then sure she can come.

No she doent have any, Im just curious if she can get B1 visa as her daughter just moved to states for getting married. Im scared that she will get denied coz I'll not be stable yet in USA...

Nobody can tell but let her try.  And remember there is no sponsor of visitor visa so she has to show strong ties on her own :)

Good luck! Hope she can come.

Remember she will have to provide solid and strong ties to her country.
