Not sure if you've checked this page before but here's official information: http://www.ustraveldocs.com/kh/kh-niv-paymentinfo.asp. Also, was there a specific interview date stated in the letter? Because if there isn't then you'll need to schedule it yourself by following the steps mentioned in the link or below.

Step 4

Pay the visa fee. When you pay the visa fee, you acknowledge that this is a non-refundable visa application processing fee required as a prerequisite to the processing of an application. It does not indicate the existence of a contract with the applicant, nor does it guarantee a successful application. There is no refund possible regardless of the outcome of this application.

Step 5

Save the bank receipt for your records. It cannot be replaced if it is lost. You will need the receipt number on the bank receipt to schedule your visa appointment. Once you pay your visa fee, you can schedule your interview after 12:00pm the next business day. Log-in to your profile and complete the Schedule Your Appointment steps with your receipt number.

If you read the link that I shared above and scroll all the way to the bottom of the page, it says that you can schedule your appointment via their call center too. For their contact details, refer to http://www.ustraveldocs.com/kh/kh-main-contactus.asp. Since you can't seem to work it out online, you might wanna consider calling the call center to schedule it with a live person instead. They have Khmer speakers too.

So I had this same problem before the interview. You don't actually need to enter anything to have an appointment since your interview letter shows what date and time you have to be there. Just bring the ACLEDA receipt and you'll be fine. The US Embassy is the one giving out the date and time. It's really super weird like that.
