I signed up for USPS and how do I no when they will send it if they did already

I don't think you can tell if they have already sent it.....but since you are a late February /March filer I would assume your case is still in the adjudication stage.

HOWEVER,  I do not know that much about the informed delivery program  (and if there is retroactive data)......

I would recommend looking up "informed delivery" on the VJ site and see what it says....

I am a November filer i got an rfe march 2nd am done sent my rfe may 22nd so I'm waiting to hear back from uscis corn you noa2

I would not worry too much, i would see many people receiving their NOA2's before us, we filed back on Feb 10, so I was expecting to get the NOA close to May 10, however time went alone and I just received our NOA2 on June 10. So to sum it up, sometimes a case can take slightly longer, just because maybe the one handling your case has a slight bit bigger work load than most. I would not worry if I were you, I know it is EXTREMELY stressful, but your NOA2 will come soon I am sure.

Timeline

When I filed last year "everyone else" were approved in 2-3 months, but our petition was stuck for 6 months, no RFEs. Sometimes that happens, it is what it is. It sucks waiting but there's nothing you can do about it anyway. Once the fiancé is in the US all of that wait will be forgotten, and the wait for AOS to be approved is sooooo much easier since you actually get to be together through it all.
