If the OP  applied for a K1 Visa, one of the requirements is you have to have met within the previous two years. If you didn't meet, it seems to me that would be the reason for the denial.

 

I've only ever seen two successful K1's who hadn't met come through here in the time I've been on VJ. One for a bedridden chap, quadriplegic who obviously could not travel, and his fiancee had attempted a Visitors Visa many times and been refused. The other was for members of a small religious sect, who do not allow meeting in person before marriage, even with a chaperon. Other than those two, I've seen none. I have seen plenty of denials for having failed to meet this requirement.

I can explain it to you. But I can't understand it for you.

As everyone here will tell you, there's just another dynamic to bring together in person that just isn't real on the phone or video chat. Getting married to someone the first time you meet them may seem like something you want to do, but until you get there you just can't be 100% sure. 

 

As an ER nurse for 15 years, CHF is a legitimate concern. If you insist on going to Vietnam can't she at least meet you in a larger city where the US embassy and several modern hospitals are just in case? If you get fluid overloaded from travel, change in climate, altitude, salty foods,  any number of factors, you know you have a short time to get to the hospital or you'll die. Most small villages don't have CPAP or IV Lasix.  Is this a risk you're willing to take....for a month? 

 

If someone I loved was so ill that visiting me may be lethal to them, I would probably put their health over my desire to immigrate, or at the very least make every contention available to ensure their safety while they were with me. 

 

Are there other considerations too? Age difference? Is she fully aware of how your medical conditions limit your life, and consequently, your life together? Is she willing to be a caretaker should you become ill? 

 

And you need to talk with her about what your plan will be, a year from now, if your CR1 isn't approved the first time. You seem to be unable to provide the face time most consulates are looking for, what if it's years for approval?
