Am I committing Visa suicide by going CR-1 instead of K-1?

The K1 is good when things go according to plan: you marry and live together happily ever after, which is everyone's intention when marrying.

However, if anything falls off the wagon, the beneficiary is stuck in immigration limbo with few resources available.

The IR-1/CR-1 is a much safer visa IMHO. In my case, I regret doing the K-1.

I believe the beneficiary should be the one to pick. It depends on how much risk they feel comfortable taking in their immigration process.

It is very much a joint decision but in the end the beneficiary should choose IMO based on how they want their life to be, not just "get to the other person faster."   Men and women who are used to working and being independent, for instance, will find the lack of ability to drive, work, etc, very oppressing when forced to do so for 3-4 months.  That can be a financial hardship on the couple as well for people who are used to paying their own way.  Unless in a culture where the beneficiary doesn't work, (for example the beneficiary lives with family who support her currently and the USC spouse will be expected to support her after marriage) the foreign spouse should be continuing to support themselves and not rely on the US spouse wholly or even majorly for support.  I'm not saying you can't help, but be aware if you marry a foreign spouse and they suddenly quit their job and expect you to send them money to live. RUN AWAY!
