can 319b be filed prior to removal of conditions?

hi VJ community,

 

need some help from people who know know and understand the 319b (or have been applicants of it).

 

i work for a missionary organsation and am stationed overseas.  i was recommended by another coworker to apply for the 319b, as he and his wife also went this route successfully.  my husband and i have been married for 1.5 years; he flew into the US last thursday (june 1st).  i have a couple questions:

 

1) do we have ANYthing we need to do in this time?  right now we're just waiting for his green card and social security card to arrive.

2) when can we start applying for the 319b?  can we do that at any time even though he needs to remove conditions eventually?  i have been reading through the gov webpage regarding this, and i dont' want to read into it what is not correct, so would appreciate someone else's understanding of it as well: https://www.uscis.gov/policymanual/HTML/PolicyManual-Volume12-PartG-Chapter5.html (particularly C2 - that applies to me, right?  even though i have come back to the US with my husband temporarily?)

 

random side info:  i am here on a one year sabbatical (after 4 years abroad), and will be returning to my field of service afterwards for another few years on the field.  we do intend to make the US our home.  

 

would truly appreciate any helpful advice.  thank you!
