Asking for a friend.

My friend's ex Girlfriend took their child to the philippines for vacation. My friend signed a consent with a certain dates on how long the kid can stay. he agreed with 3 weeks vacation. 3 weeks had passed and still haven't seen his child. it turned out that the ex gf left the kid in the philippines without my friend's consent. he only agreed with the 3 weeks vacation but not kid to stay there and being left behind by the mom. Can my friend report this to the court and can he apply for sole custody?  he supports the kid monthly and babysits most of the time.

Is he and the child US citizens. Definitely something for the children and family courts to be involved.

Have him seek counsel immediately.
