Processing times clarification

Hello VJ community! 

 

So I submitted my petitions for my finance in February. I recieved the NOA1 February 13th  and I am still patiently waiting for the NOA2. When I check the processing times on the USCIS website, it say the my service center (CVC) is currently processing petitions submitted on December 15th, 2016. I was hoping to get some clarity on what that means exactly. Does that mean they are being processed for final approval and granting of a green card? Or does it just mean they are processing and approving just for the NOA2?  I feel like it's the second one because the CVC can only process the first part correct?
