more importantly does he actually want to move to the us. since you are his step parent he has until he turns 21 to make that choice and it should be his to make.

That's another thing. We need to make sure he wants to stay but now at least we have something to offer him if so

I have a question for u, did the child get a tourist visa while his mom was in the US
