Apply for CR1 after wife returns to country?

Hypothetically, if we marry in US while my fiancé has tourist visa (and obtain marriage license and civil wedding in US) and then wife returns to her country and we have religious ceremony over there, 

1) Can I apply for CR1 immediately after wife returns to her country while I am still in the US?

2) how long does it take before the I-864 forms arrive? I'm thinking about eventually quitting my US job after we marry in the US to live with her in her country temporarily  (while showing I have enough assets to support her)

Timeline

You are a US Citizen, you will apply for no visa.  You'll file a petition in your wife's behalf.  When it is approved, she will apply for a visa.  Start by carefully studying the appropriate GUIDE here on VJ and the instructions for the I-130 and I-130a forms.  Neither is a visa application.
