How should arrange all the information for my I-129f

Hello,

 

I have all the information to submit my I-129f.  Should I put it in a presentation binder with a table of contents or just put it in an envelop with the cover letter on top?  Thanks for your help

 Just stack it in a pile in order of your cover letter and place it in a large envelope. Keep it simple. Any binders, binder clips, plastic dividers, plastic covers anything like that will be just tossed in the garbage.  Use paper clips if needed. No staples.
