That is tough!!!  Does he have any family that can reach out to USCIS?  Maybe some Navy officer that can try to expedite for him.  I can't imagine there is no way to do this for a man in his situation.  My father was a WWII Torpedoman First Class.  He has passed but we still have some contacts we met at Navy veteran submariner events.  I can try to reach out to see if they have any thoughts.  Never give up!  This journey may be difficult but the reward at the end makes it all worthwhile.

Yes, he have family members that would love to help, but the USCIS made it very clear to me that they can only talk about the situation to the petitioner. I told him that I am the benificiary and my fiancé is underway, I just really need to ask a question. But even that didn't work. I am trying my best to enjoy my time here in Philippines, but I can't help but to worry. Some thoughts would be helpful! Thank you much! I appreciate it.

In addition to above here are a few links that may help get you started. Keep in mind they are old but I don't think the process has changed much.

Does anyone think we will qualify for the expedite? I did call USCIS yesterday, but they said they can only talk to the petitioner, but my fiance is underway, and going through all this without him is just very stressful!

Just my opinion, but yeah I think you have a really good chance at an expedite approval - provided your fiancee can submit the request in writing along with a letter from his CO - see this link, they give a hotline number that may provide you with additional assistance: http://immigrationroad.com/blog/tips-on-expediting-uscis-processing-for-military-personnel/

Also the Navy's legal agency (I'm an Army veteran, we called it JAG but the Navy might call their legal agency something else) might be able to help out, especially since your fiance is underway right now - I believe legal advocates are allowed to communicate with USCIS on behalf of petitioners

I am trying not to get stress with the days we are losing, but my fiance is in the military and they are most likely to get only Christmas leave, so we are planning to get married by that time since we dont know when he can get leave again, and he doesnt have a control over that. We are planning to do a kinda big wedding with family and friends, but its hard to have anything concrete with this waiting time getting longer. I also want to try to get my mom a visa so she can go to the wedding. I thought it will be better to apply once I pass mine, but we dont even know if we will have time for that. Does anyone think we will qualify for the expedite? I did call USCIS yesterday, but they said they can only talk to the petitioner, but my fiance is underway, and going through all this without him is just very stressful!

There is never any harm in asking, and when you speak to him again, ask him to call or email in his request to expedite.  They will return email a form to him, then he must fax in materials to support the request.

An expedited petition is a 2 edged sword...... any RFE you receive will only have 7 days to respond to it - but you gain the luxury of being able to fax in your RFE evidences.

Best of luck to you both, Also next time you talk, tell him that some random person in America Thanks him for his Service, I appreciate his efforts : )

Don't try to use any type of logic to figure out what is going on.  Just sit back and enjoy the ride.  Every day that passes is another day closer to the goal.  There are April filers getting approved everyday so don't look at those dates as gospel.  There are also February filers waiting so there is no rhyme of reason.

Haha I'll stop trying to rationalize timelines and dates. Thanks for the heads up!

There is simply no way to rationalize this process without driving yourself crazy. I still sneak a peak at my timeline a few hundred times a day waiting for that single reverse in direction that gives me false hope of Christmas together. But I do it secretly while I keep an rave public face!!

I applied for an expedite today. The officer on the phone said they would contact me within 5 days, but I'm not going to hold my breath.

They will contact you for additional evidence, it's standard practice.

Does anybody know the turnaround time after you submit evidence to them? I sent mine in over this past weekend.

It looks very different on iPhone. I suppose it can be that way because I'm still at the "received" stage.
