Germany SOFA stamp for Fillipina Spouse

I am PCSing from Korea in 1 month and I am headed to germany. I have a fillipina spouse who is a fillipean citizen. We just got married and havent started the I130 or any immigration paperwork at this point. I heard about a SOFA stamp from germany allowing her to be with me for the 3 years I am there, which is plenty of time for her I130 to be approved. I have read numerous forums and responses, but am still a bit confused. I am reaching out for help because I am running out of time. My questions are:

 

Is this possible to do?

 

What needs to be done in order to obtain this SOFA stamp?

 

What is the contact info for the approving authority for Commander 1st perscom?

I'm on SOFA stamp in Germany. Your wife needs GC to apply for SOFA. We have sent my original passport, GC and orders by courier to Germany to our sponsor. He applied for the SOFA stamp on behalf of us at the passport office on base in Germany and they sent my documents back to me again by courier. Talk to your sponsor immediately.

Not entirely true...If she can get a visitor visa to Germany, they can get her a sofa stamp when there....and then start the green card process. Getting to Germany is the tricky part.

it might be that different  countries passports have different requirements for SOFA. More over, you really don't have to have a green card to get it but to have at least an approved i-130 petition. And this is not a green card yet. I had had my SOFA card before I got my GC. Some people just give confusing information not exactly knowing the subject.

Don't even need an approved 130 is what I was trying to say....least that's been my experience.
