Help!!! Husband from Colombia but may need a China police clearance.

Hey all, I just received my noa2 may 30th, however my husband, who is from Colombia, lived in China for several years. I know we need to get police certificates from his country and any country he lived in. But we have no way of going back to China and he does not have his original passport with his entry and visa into China. He does have an exit stamp and a temporary visa that was given to him to be able to leave the country. (He overstayed his Visa and lost original passport) I do not know what the next step is for us to be able to get the police report. Does he for sure need to have from China? Please help!! I'm going crazy!! Spending five years of going back and forth to his country and having our almost four year old son growing up without his father is too depressing and stressful. I don't want this process to be delayed any further! Any advice please help! Thank you!

Check this link for instructions.  It's not clear to me that you can obtain the certificate unless you're in China though.  https://travel.state.gov/content/visas/en/fees/reciprocity-by-country/CH.html

Nothing from that source would be accepted.  Even that webpage contains the same instructions as the link I gave but then attempts to sell you something Neither NVC or the Consulate will accept.  When it comes from China, the only translation that's accepted is from the Gong Zheng Chu (Government Notarial Office) and they will only translate the report provided by the local police office.  The question is whether that can be obtained from outside the USA for a non-Chinese resident.  Usually the reciprocity page give instructions for non-residents or indicates it's not available to a non-resident.  This time it doesn't say, but I can assure you that nothing from any other source will be acceptable.
