My fiance visa petition was approved without ever completing or submitting an I-134 Affadavit of Support. Now I have 2 questions about it.

1. I just got a new position beginning Monday with an increase in salary, so it will be weeks until I have a few pay checks. Do I wait for these pay stubs to submit along with my Statement of Support, or can i Instead use an official letter from my employer showing my new salary and that its a permanent position ?

2. Where do I send this I-134 ?I cant reach the USCIS ever when I call, and when I called NVC they said now that the petition was approved they are no longer involved and that everything has been sent to the Embassy (Moscow). Does the completed I-134 Statement of Support still go to USCIS, does it go there AND with my fiance to her interview, and do I send it directly to the Embassy prior to her arrival ? This is all so confusing, I just want to do everything to maximize her chances of being approved. I want to pick out a school for her daughter but I'm worried about how long this will take and if they will be approved or not. Any help would be a huge relief and much appreciated.

The affidavit of support is not needed until the interview, your fiancee should take it with her, it does not get sent to USCIS.

I would submit your past paystubs as well as any paystubs you have gotten up until the interview.  Make sure you also have the letter from your employer and all other supporting documents.
