You have aged out and will not qualify for a visa.  There is nothing that can be done to change this.

 

Once your parent immigrates to the US, your parent can file a petition for an unmarried son/daughter over age 21.  It will take another 7-8 years for you to qualify for a visa.  You must stay single while your petitioner is an LPR.  Marriage while your petitioner parent is an LPR will disqualify you.

Unfortunately looks like you will not make it. Per the dates you posted CSPA will only cover you for 6 years and 3 weeks. By July, you will have passed that.

 

Like @Jojo92122 stated your parents can petition you but it can be from 7 - 9 years before a visa is available and you must remain single. Nothing more you can do for now.

There is no hope.  Your CSPA age will be over 21 when the July 2017 VB becomes effective.

 

Your parents will have to file a new case for you.  The wait is 7-8 years.
