J1 to H1B leaving country during application

My friend is here in J1 visa and in the process of applying for H1B to work at the same university as now. He sad he is unable to leave the country during the process. Is this true? If so is there a waiver or anything possible?

Leaving after filing a request for a change in status would void the application.

Your friend can leave the US at any time.  He's not a prisoner here.

 

With an adjustment of status, he is deemed to abandon the process if he leaves the US without obtaining Advance Parole.  Have him apply for AP if he wants to leave and come back to continue the process.

He cannot apply for Advance Parole if he's adjusting from J1 to H1B.

You friend should not leave the country until his H1B is approved.
